Can I use both target and exclude location option in same campaign?

I want to create and campaign where 

 

I want target for the ad to be "San Francisco" but I don't want my ad to appear for anyone in US.

 

Lets say my keyword is "Send gift to San Francisco" But I want only for the people living outside US.

 

How can I do this?

Hi @Chander P,

 

Your best option is to target the foreign countries you have on mind and select People in my targeted location under Location options (advanced)/Target. That way, your ad copy will probably show to users likely to be physically located in the countries you selected.

Thanks! Suggestion will work for text ad.

 

What about PLA? How to deal the same in PLA? As PLA is not keyword controlled and if we use other location as targeted location we will end up getting many irrelevant impression/click
