Can I take ownership of an ad campaign if the person hasn't added me?

I work for RANLife home loans and we recently bought a site from an individual who now wont give us the rights to his add campaign. We hope to resolve this between us without issue, but in case we don't we would like to know if there is a process we can use to take ownership of the site and the ad-words we have payed for.

I am not sure I understand you: did you buy a website or a company or both?
An AdWords account is, in most cases, tied to a company, so in case you bought a company I guess you would have the right to that [but I am not completely sure about the legall issue and Googles stand on this]

But an AdWords account is never tid to a specific website, so if you just bought a website I can´t see why you would have any right to take over the account
