Can I say Upto xx% OFF in Google shopping promotion?

I am helping a client to optimize a Google shopping campaign. I see we can put promotion there but 

they have a list of specific products that run on different discounts. 

 

I would like to ask if I can say "Up to XX% off on selected products" on the promotional text?

 

Where XX is an  integer.

the short answer is no.

both the terms (a) selected-products, and (b) up-to,
violate the merchant-promotions-program policies --
and are grounds for a promotion-deactivation or a
deactivation of the entire program, at any time.

(a) the term selected-products is not allowed --

if a promotion is limited to a subset of specific products,
then the promotional-text must be applicable to only the
exact, specific, products identified in the products-feed --
the promotion_id attribute is specifically designed to map
a specific promotion, to a specific subset of products,
within the products-feed.

product_applicability is also used to specify all, or a subset, of products.

in that way, the promotional-text can made clear and will only be
seen when those specific products are displayed as a shopping-ad.

(b) the term up-to is not allowed --

the benefit must be clear, accurate, and state
an exact minimum discount or specific range.

examples of similar, promotions that may be allowed,
depending on the implementation details, include --

for all-products within in a target-country's products-feed inventory:
Get 20-50% Off

for specific-products (e.g. the subset of men's sneakers), tagged with
an appropriate promotion_id, within a target-country's products-feed:
25% off men's sneakers

otherwise, any promotion that violates the merchant-promotions-program
policies will be deactivated and repeated policy violations may cause the
entire feature to be deactivated from within the merchant-center-account.

note that the products-feed may only contain information about a physical
product, or the physical characteristics, of the exact product being sold --
any promotional-text with a products-feed is also a policy violation and
grounds for disapproval or (permanent) suspension, at any time.
