Yes - this is OK;
A violation could happen if you were to advertise the SAME business,. Promoting SAME products using MULTIPLE accounts.
However; if you are acting as an agency, managing accounts on behalf for of clients, the correct method to do that is opening an MCC and linking all accounts to an MCC. This is the correct method of working with multiple clients.

Hi @Mark H yes, you can, though there are some limitations.

 

If you're running AdWords on behalf of other businesses you should always use separate Accounts for each business and those Accounts should be owned by the businesses themselves, not you (you manage the Account by being a linked manager).

 

If you're running AdWords for yourself, it's OK to use a single Account, but each Campaign should be for a specific site; although in theory you could have an Ad Group for different sites, it's not a good idea.
