Building A Landing Page on the Fly?

As we all know any blog and and real estate IDX and almost any products seller with thousands of products builds the page presented on the fly. Now its pretty simple to build the page and do basic approved SEO on each and every page however when you have 50,000 pages that becomes a chore... So the question is can I build my real estate page on the fly as long as I do not break any Adwords rules.  For example... lets say the phrase is "San Diego Homes For Sale"... on the fly I can then present a page filled with color photos of San Diego Homes, along with an h1 at the top of the page stating "San Diego Homes For Sale" same as I would build the page normally.. additionally I can present the page with meta tags that properly describe the item for sale.

So bottom line as long as the page presented is exactly what i would build manually is this ok... no different form any Best Buy Inc selling Color TV or anything else....
