Hi there,

There are rules to check account performance (for most metrics) and pause a campaign. However, there isn't a feature to check the website and pause campaigns unfortunately. Hence you'll have to do this manually.

Good luck,

FWIW - If the website goes down, the ads would get disapproved for 'Destination URL' policy and subsequently stop running.
We actually treat paused and enabled ads the same way. So even if this feature were available and the campaigns were paused when the website went down, the ads would still be disapproved.
Effectively, in both cases the ads would have to be resubmitted for review once the website is back up. Details are available in this article (https://support.google.com/adwords/answer/1704381?hl=en) under the section 'How to resubmit some entire campaigns for review'

Hope that helps!
