That will work, based on your original query, but please read the links provide above and here again so that you understand targeting and exclusions.

You may want to think about adding exclusions to your list if you are getting traffic from area's in which you consider not relevant to your advertisement.

James K,

In the Locations setting you have several targeting options

Those Target setting are:
People in, searching for, or viewing pages about my excluded location (recommended)
People in my targeted location
People searching for or viewing pages about my targeted location

In Exclude your options are:
People in, searching for, or viewing pages about my excluded location (recommended)
People in my excluded location

What options did you choose?

You can change in targeting to "People in my targeted location " as well as add other area in the Exclude list under your locations options. Just like you make determination of Canada and US to include, you can pick area's to exclude.

If you want to add area to exclude, it is done the same way you add areas to target.

Under campaign settings navigate to Locations.

1) Click Advanced Search

2) Type in location area's in the search pop up box.

example   Russia

You will see:

Russia - Country    Reach 57,700,000   Add|  Exclude | Nearby

Click Exclude.

3) Once you have added or excluded all your area's, click Done

4) Then Click SAVE

If that is not what you need you better explain more and someone else can jump in, not sure when you say you see Remove N Download.

I'm here at LOCATIONOPTIONS (ADVANCED)

has three options
People in, searching for, or viewing pages about my targeted location (recommended)
People in my targeted location
People searching for or viewing pages about my targeted location

I clicked first.

People in, searching for, or viewing pages about my excluded location (recommended)
People in my excluded location

I clicked here

Am I OK????
