It sounds like you've already input your billing information but you're seeing a message telling you that you haven't?
First, go to the Billing tab and just double-check that there's still a valid payment instrument there. If there is, try clearing the cache and cookies in your browser to try to get rid of that message.
Is this prohibiting your ads from running? If so, let me know.
