Adwords Language

How do I change the language setting? I am only getting one option - Dutch - when I am trying to create my ad. I live in The Netherlands but I am an English-speaker as my first-language and my ad is targetting countries outside of The Netherlands. 

I need an option for English ads!

If you're talking about changing the language settings of the Adwords interface, you can do that in Account Settings. More info on that here:
https://support.google.com/adwords/answer/1704334?hl=en

If you're talking about targeting English speakers with your ads, you do that in Campaign settings.  If Dutch is what you see, there should be a small link labeled "edit" beside it.  Clicking that should bring up all the language options available.   More details on that are on screenshot 6 here: https://support.google.com/adwords/answer/1722072
