That is because for the same budget, if the cost per click is lower, you can fit more clicks into it.

Its basically you are increasing your affordability within same budget by decreasing max CPC, which i think is pointed by Adwiser correctly. But please remember it will not happen every-time you will decrease max CPC. You will reach a limit where you will be out of some keyword auction with your lower Max cpc. From this point you will see decrease in click volume too whenever you decrease Max CPC with same budget.
