Please check that you've not selected to target your ads to "People in, searching for, or who show interest in your targeted location (recommended)" as explained here: https://support.google.com/adwords/answer/1722038?hl=en

Hi Caroline,

 

There are three targeting type you can choose while making the campaign.

 

1) People in, searching for, or who show interest in my targeted location (recommended)
2) People in my targeted location
3) People searching for, or who show interest in my targeted location

 

I believe you have selected first, that's why your ads appearing in the location you are targeting. There must be audience which is interested about your service/products for same location you are targeting.

 

To block this situation select second option.
