Additional cost for using Google forwarding number in click to call?

In a click-to-call campaign where a Google-supplied forwarding number is used, is there an additional charge for the forwarding number as such? If so, who pays the extra - the mobile user or the AdWords campaign? (I am not referring to the "toll-free" number option). 

I am asking from the point of view of a campaign in South Africa. The standard Google Help documentation does not seem to address this question of extra cost of a forwarding number, if indeed there is a charge.

Google replaces the original number with GFN which is either toll-free or local number in South Africa also.

 

Here is more information:

About phone numbers

Whenever possible, Google forwarding numbers will share the same area code or prefix number as your business. Otherwise, a local number area code or prefix for your geographic region will be used instead. In some cases, a local Google forwarding number may not be available. When this happens, your ad will show a toll-free Google forwarding number instead. Google forwarding numbers are either toll-free, equivalent to a local number, or a local number.

For your reference: About call reporting

 

The user will be charged for dialing the number.

A click to call clicked is charged for the click, just the same as any other click. There is no charge for manually dialed calls. Any long distance charges that the end user would have to pay still apply.
