AdWords retargeting list

Hello. I'm new to AdWords so pardon the basic question. I am trying to figure out the difference between Google Properties and Display Network on the attached screenshot. The newly created re marketing list titled "Dual Earners" is showing a list size of three under Google Properties but nothing under Display Network. Can someone explain the difference between the two and if there is a way to adjust these? Thanks!

Those numbers are relative to how you are defining your audience. Google Properties are sites owned by Google where Remarketing Lists for Search Ads are compatible. Display Network is comprised of independent sites and Google owned sites that serve Google ads on their site and are not related to search. You'll notice some of your lists say "Unavailable - Display Only." This means those lists are not compatible with RLSA.  I think this has recently been changed, because I recall it being displayed as Search in the past.   I think this new label is a bit confusing because all those "Display Only" lists can most certainly be used to target YouTube.

This is for the creation of a re-targeting list that I am trying to create based on certain users logging into our website. It should have nothing to do with searching. Is there a way to target Display Network specifically?

Yes, I understand. That number just means that if you chose to do a remarketing campaign in search, those lists would be available for targeting. The idea is that it allows you to bid a higher max CPC for them compared to a regular searcher.

Yes, you can easily target the Display Network only. The page you are showing is your Audience lists in the shared library. If you want to target any of these lists in a Display Network only campaign, you'll need to create a new campaign, select "Display Network Only," and then add your desired lists in the remarketing sub-tab which you'll see once you select the Display Network tab.
