AdWords Location Targeting Issue

I am a little confuse,

 

If an advertiser targets ONLY ONE SPECIFIC COUNTRY,

will someone see the ad IF THEY TYPED THE KEYWORD IN OTHER COUNTRIES?

Possibly.  If you are targeting the US and someone in Europe is researching "xyz in the US" then they could be served your ad.

 

However, you can also turn off this default setting to only show your ads to people IN your targeted location vs people searching for/about your targeted location.
