AdW Editor: Importing Display-Ads (exported from another account)

Goal:
Step 1) Export a Display-Campaign (Ads were created in the Ad-Builder Tool inside AdWords)

Step 2) Import said File (.csv / .aea) into another account

 

Problem: 

The Campaign shows up inside the editor, but none of the display-ads were imported?

 

What do I have to do differently to successfully transfer display ads from one account to another?

 

Hoping for insights and maybe a solution.

Editor provides only a limited support for display ads. In particular, it doesn't have enough information to re-create such an ad in a different account (within the same account, we tell the server "create a new ad that's a copy of this existing ad" and don't have to know what's inside the ad; but that doesn't work cross-account).

I'm not aware of any ready-made tool that can do that. It should be possible with a custom script, or a custom AdWords API client, if you have some programming skills.
