I keep getting a call tracking 1300 number disapproved inside of my ad extensions. I then request approval and it works for a few days then becomes disapproved
Call tracking company say they have never had this issue before

There might a case that the way you are trying to use the number is not meeting the policy guidelines. If that's not the case, then you will have to contact AdWords support directly and get this resolved.
