One firm with multiple locations, want to maximize SEO[ Edited ]

I have been hired by a security company based in the San Diego area. They recently opened an office in San Francisco. They have an established website in San Diego, so for purposes of discussion, let's say the URL for the San Diego location is SanDiegoSecurityFirm.com
In terms of SEO for the new San Francisco location would it be best to:
1) Use the established domainSanDiegoSecurityFirm.com and add content for the San Francisco location on a URL such as SanDiegoSecurityFirm.com/San-Francisco-Security
2) Build a second website like SanFranciscoSecurity.com and create custom unique content for that website.

Personally I would add the new location to the main site. You only have 1 site to maintain, build its brand and produce content for.
