Model homes are not allowed, but sales offices are. . . .what is the difference?

Hi,

 

I'm working with a home builder that has a main office, and then builds home in 4 communities that are far from their main office.  It seems like, if someone searches for "new home builders" in that area they should show up.  

 

The policy indicates that model homes are not allowed, but, sales offices are.  What exactly is the difference?  If the model home has a phone number, and has regular office hours, is it then a sales office?

the main point is:
Whether or not a business make "in-person" contact.

Measn sales offices of any kind are eligible.

BUt even in case the is a business selling model homes to customers coming to the business location:
Not all categories are available in all countries.
