Google review question

Just wondering if it is allowed, or appropriate for someone to leave a review when they have never used your services? Or visited your location?

The page I manage had a 1 star review from someone that has never (acknowledging) been to our office, or used our services.

I personally don't think is appropriate and can be misleading.

Thanks in advance!

You can flag the review but it's nearly impossible to prove the person has never been to your location since people are allowed to use anonymous names on Google and often the name they use isn't really their real name.
