I can advise you that you cannot take away the review feature. If that was the case, many local businesses would take advantage of it. Google wants to leave it free to allow people to leave a review if they choose positive or negative.
The best thing to do here is implement a good review policy at the business. We do this with our clients to combat the bad reviews, because people who think they have something bad to say always will. On the flip-side, the people with something good to say, need a nudge.
One of our businesses went from an average 3 star review with 20 reviews over 7 years, to 98% 5 star reviews over the last 4 months, and total reviews are over 160 now.
