Difficult customers and malicious reviews[ Edited ]

I've experienced something all business owners have. Difficult customers. Recently, one was malicious. We were unable to pacify him even though we offered. The Google review he left echoed his behavior. Destructive and exaggerated. We looked at his other reviews for other companies and they were the same.
It looks like Google ,marks those reviews as 'most effective' since they have a lot of content. We flagged the review, but it appears Google says it meets their policies. Is there anything else I can do? Rewarding bad behavior is wrong.
