Competitors buying 5 star reviews, how to report?

A competitor in my area has received an inordinate amount of 5 star reviews in the last 6 months and has only had an online presence that long, how do I report them to Google?

are you able to provide proof the competitor bought his reviews?

It is obvious, all reviews are by one time reviewers, 39 five star reviews
in the last 2 months, more than any other local company had received in the
last five years.

It might be obvious for you but not for me -
and apparently seems also not "obvious" for Googles spam detecting algos responsible to filter such kind of violating reviews.

Anyway since there is no concrete info about the "obvious" business I can't muchg help here - except to flag the reviews in questions as inappropriate
