Are two listings better than one?

I need a moderator's input.  I have two Map listings (links are below) for my business Club Z! In-Home Tutoring Services of North Raleigh/ Wake Forest.  These two areas border each other.  


My issue is one of them has 9 reviews while the other has 0.  However, the one with no reviews is getting stronger SEO ranking, probably because the company I hired has been managing that one and posting blogs to it daily.


They say I should use both listings and dedicate one to each area.  Another expert tells me having two identical listings is hurting my Google score and I should merge the accounts.  Which way would be better?

This are direct links to both listings:  (a polygonal service area business)

and (a radius service area business)


Both are violating dupplicates and I will report them to Google as such 

Two violations to complain about: -

1# both have the same phone and their service area don't just "border" each other but cover 78-80% of the same area.

2# their names contains keyword stuffing

I'm happy to merge them.  ClubZ! In-Home Tutoring is a national franchise and I use my own company for internet marketing. Just became aware that each of them set up a page for my business.  This was quite accidental.


I understand the two listings overlap.  Wake Forest and Raleigh are two cities/ towns that border each other.  I don't want to lose two years of progress, so my question was would it be more helpful for SEO purposes to tailor each listing to focus on one area or to merge them into one.  

As for the name, Club Z! In-Home Tutoring Services is the legal name of the business I'm required to use. I don't know how to fix that.
