Thanks for the question, I think you might be referring to Extended Headlines here. 'Extended Headlines' is what we refer to when your display URL can sometimes appear in the headline of your ad when your ad is in top positions.
This doesn't give you extra characters to play with in your headline per se, but it does mean that if your Display URL gets moved into your headline, your headline will appear longer than it would otherwise.

I think it's the first descriptive lne that is added to the end of the title line - not the display url... and this only happens if the descriptive line has a closing punctuation mark (. ? ! - not a comma) at the end of it.
