remarketing lists bid adjustment - when user fits into multiple lists

Hi,

I wonder how bid adjustment works when user qualifies for multiple regarding lists in your RLSA.

For most of targeting, I understand they will multiply, ie device bid modifier x location bid modifier x time modifier, etc etc. (https://support.google.com/adwords/answer/2732132?hl=en)

However, retargeting is essentially within the same method. The lists are not always exclusive (ie. time of the day, device etc are exclusive). When a user fits into multiple lists, all the modifiers will be used? Has anyone experienced this? Thanks.

I think there is a confusion here, or I misunderstood the scenario:  the modifier is applied to location,  device, scheduling..... Not to a user...
