The Top Property Line is 33 characters ( including the Period- that forces the additional line to merge.
the traditional 2nd line get 15-day... is 34 characters and based on the period in the first line, this line merges to the upper line.

In the example above, they are using Ad Extensions.

Account solutions ( last line etc) is Site Links Extension

Website Solutions. Analytics and Reporting ( 4 th line etc ) is Call Outs Extensions
http://adwords.blogspot.com/2014/09/call-out-what-matters-most-to-your.html

Using a period after your First Descriptive Line, extends the First line to make the ad longer as well in context to the title and descriptions lines

So check out all the Ad Extensions to increase the amount of detail that shows in your ads

As with all the ads in your screenshot the bit at the end of the headline is the domain name of the advertiser, in this case propertyware.com. This bit is added automatically by Google

The ad you're seeing is not long, rather those extra words are their website extensions. The ad actually ends on the first sentence after "sign up!."

...and the ad could take up even more space if they were to add location extensions and/or call extensions... even a review extension would add another chunk of text....

There are many advantages to using extensions, but one of the most important is that they allow the ad to take up more of the screen real estate.
