Why do my ads show up in an area i did not target and am i getting charged for these?

Can someone tell me if i search my keyword and my ad shows up, but it is not in my are that i did not target am i getting charge for these?

Hi Whitebirch,

 

It depends upon the advance Location option selected in your campaign.

 

The default option is - People in, searching for, or viewing pages about your targeted location.

 

So if your targeted location is California and your keyword is flower delivery, then if someone in Newyork uses the keyword, california flower delivery - the person sees your ad.
