Why am I not getting any top page impressions?[ Edited ]

There must be something going on. I am getting zero top page impressions for my campaign right now. All of my impressions are comming from the side. Two days ago, I moved my website to a new domain so I created new ads to point to it. I paused all the ads for the old domain and created new ads pointing to the new domain in the same adgroups. It turns out that it's against the rules to have different urls in the same adgroup even if the ads pointing to the old url are paused. I later found this out and ended up copying the whole old campaign, deleted all the ads, and created new ads just for the new domain. All my ads in one of my adgroups is under review by specialist, but the rest of them are running. However, it's like 900 impressions with average 3.5 rank and none of the ads ever showed up on the top of page, there must be something going on that's causing that to happen. Before all of this, about 60% of ads showed up on top of page.
I checked the sitelinks to see if that could cause it but it does seem fine. Average QS is over 8.5. I searched everywhere to see if anyone else had this problem but couldn't find it. Is there a setting out there or something I'm missing that's causing this?

You just deleted your ads with old URL and created new ads with new domain URLs.
As a result you lost your quality score of your old ads/campaign (now you have completely new ads with a different domain). That is the reason of your ad position drom from top of the page.
You may regain the top spots once your new campaign builds a good quality score.
