Why Does the Ad Preview Tool Show Something Totally Different Than What I See on Google?

I'm trying to see if my ad is showing for a particlar keyword and I know you shouldn't search for your own ads without using the Ad Preview Tool because it can lower your Quality Score.  My problem is that I can't seem to see my ad through the Preview Tool but I can see it if I go to Google.  The results I'm getting are totally different and exclude tons of the ads I'm seeing when I actually search on Google and I have no idea why.  I would really like the Preview Tool to show me what an actual user would see.

Hi JoyHawkins

A random user sees what is shown on the ad preview tool. The results you get on your browser, when you are signed-in (as shown on the screenshot), are tailored to your preferences, as set by ads preferences. These ads (appear on your SERP) are biased to your personal needs ( based on Google's interpretation)

 

In the ad preview tool, make sure that you set  territory and domain correctly.
