What will happends to a daily budget if we won't get enough clicks in a day?

If you mean not enough clicks to consume the entire daily amount ? Nothing, your money for that day won't get spend , but I think google can allocate the unused amount from one day to spend a little more in another day when the traffic is higher. Per month you won't have a spend higher than 30 days x your daily amount.

I have setted a $500 monthly budget, If I won’t get enough clicks and so my daily cost will reduce for that day. Then does my monthly cost will reduce because of this?

Yes, you won't always have to pay your whole budget, you will pay only for costs related to clicks. If you have clicks for just 100 $ the rest of the 400 is not spent.
