CPA (Cost Per Acquisition) is your advertising cost divided by your total Conversions (sales/leads/sign ups).

Since a customer will be billed based on CPC, how then does the system adjust the bid for a click?

I think you are referring to Adwords CPA bidding (let me know if that is not the case)

CPA bidding focuses on maximizing conversions, rather than clicks. You still pay per click, but AdWords will automatically set your bids to help you get more conversions, saving you effort and time.

That depends on the bidding method you choose CPC or CPA.

If you choose CPA bidding the system will automatically sets your bid to try to get you as many conversions as possible.
