What happens when a campaign has the same text for a regular keyword and a negative keyword?  Will the negative effects of the negative keyword supercede the regular keyword?

Hi Julian K Smiley Happy. Welcome to the community.
In my understanding, negative keywords acts as a term to avoid from unwanted costs. But if you put too many negative keywords, it will supercede the keywords.
Take a look at this link- https://support.google.com/adwords/answer/2453972

Hope that helps a bit. Good luck Smiley Happy
