What happens when a keyword and a negative keyword have the same text?

What happens when a campaign has the same text for a regular keyword and a negative keyword?  Will the negative effects of the negative keyword supercede the regular keyword?

In my understanding, negative keywords acts as a term to avoid from unwanted costs. But if you put too many negative keywords, it will supercede the keywords.
