What is the best way to set an automated rule to unpause campaigns on the 1st of each month?

Click the "automated" button,
select Enable ads when,
In the "Requirements" section, remove any rule,
In the "Frequency" section, choose Monthly and select day one 12 AM.

Further to what Ahmad said, always keep a hawk eye on automated rules till the you are sure they are working fine, afterall, automation is reactive and not proactive, they will make adjustments only after they have collected data to base the changes on. In this particular case, however, there would be no issues, just ensure that any campaign you do not want to activate is not unpaused.

If you want to automatically re-enable a specific set of Campaigns, I'd advise that you use Labels to identify those Campaigns and make the Label a condition of the Automated Rule.  This makes it much easier to ensure only the Campaigns you want to automate are affected, rather than using a naming convention or specific set of selected Campaigns.  

 

#1 - Create/Use a Label such as "Monthly ReEnable" and give it a nice bright colour and then apply it to all the relevant Campaigns.  

 

#2 - With the Campaigns tab visible, click "Automate" and "Enable Campaigns when...".  In the rule dialogue, specific a rule of "Labels... contains all... " and select your label as at #1 above.

 

#3 - Set the Frequency as "Monthly" using Day 1 and set the time to very early morning (or whenever you want to start the Campaign).  The period setting is irrelevant if you're not using any period based conditions so you can leave this as the default.

 

Previewing won't be useful here so you may want to experiment with a re-enable at a certain time when you can be on hand to check that the rule works as expected before setting it to run normally (for example, pause just one of the Labelled Campaigns today and set it to re-enable in a couple of hours then check it later).

 

Can I ask why these Campaigns are being paused part-way through a month?  If it's purely for budgetary purposes, bear in mind that AdWords Campaigns can often have a time-related cycle to their performance and, more importantly, Ads can often require more than one click in the path to conversion.  If you're showing Ads for the first 3 weeks of a month, then pause them, you could be losing valuable conversions from returning searches or a change in conversion rate.  Check your Time Lag and Top Paths report to get an idea of how long the period is between first and converting clicks and consider other alternatives to pausing these Campaigns completely.  Ideally, unless there are strong performance related reasons for doing so, Ads should run every day.
