Hi Tolga,
Perhaps you've reached your Keyword/Campaign limit for your Account. You're allowed to have 10,000 campaigns, per Account; 20,000 targeting items per Ad Group (such as keywords, placements, etc.)., and 5 million ad group targeting items per account (such as keywords, placements, etc.).

If so, consider deleting some old Keywords/Placements. Or if need be, consider setting up another Account in an MCC.

Finally, if you're up against your limits, try clearing your cookies and your cache. This sometimes helps resolve technical issues.

Hello,

 In my opinion

The easiest upper limits you could be reaching are : 50 text ads per ad group (includes paused ) , 300 display ads per ad group,5000 negative keywords,

I was trying to set up a new campaign, while updating a keywords, received warning as "you have exceeded the limit to ass a keyword". This warning I am getting for negative terms as well & in case I am creating a new campaign then also.

kindly guide me with the new guidelines of Yahoo adwords for japan.https://promotionalads.business.yahoo.co.jp.

Thanks in advance.
