What happens when two companies that are bidding against each other both use automated bidding to always rank above the other?

Great question. Assuming all things being equal, the limiting factor will be the max bid. So essentially, the bidding strategy effectively doesn't matter any more. The auction reverts back to a "standard" auction where ad rank is the determining factor as usual.

"If two domains are both using a "target outranking share" bid strategy, the strategies will increase each domain’s bid until one of them reaches their maximum bid limit. The participant with the best bid and quality score will earn the higher ad rank."
