There is not (to public knowledge) a benchmark for quality score or click through rate for sitelinks to appear. The threshold varies for every auction - the only thing that can ensure you have a chance of showing sitelinks is optimising for top positioning (Generally 1-3).

Matt is correct on that;

Google does not disclose the criteria for showing sitelinks. It just explains that a certain threshold needs to be met. The two most important factors are: QS and ad-rank;
