Hi can someone tell me, will remarketing compete with normal adwords ads in display network?

Hello;
Ads on the display network enter an auction like any other ad,
If you are using keywords - KWs on the display, unlike KWs used for search, work collectively as a theme, to find relevant (content)  webpages, which match  the KWs' theme. They do not compete.

Of course. They will.
The will go into the auction just like all other ads, but this is the natural process, you cant do anything about it.
if you have same keywords in different campaigns, (duplicate keywords), even then they would compete against each other and drive up the cpc unnecessarily. In this case it is advisable to remove any duplicate keywords in your account.

In the Display Network the double-serving rule does not apply. You can have both your ads displayed on the same placement.

 

"This policy, known as "double serving," prevents multiple ads from the same or commonly-owned company from appearing on the same search results page. "
