Question regarding product listing ads

1 - How does google decide which product to show via PLA. Does it match the keyword with product url or the product title (in the xml) ?
2 - How does google decide which particular product to display from a group of similar products. e.g. I have 100 sports shoes. How does google decide which 1-2 sports shoes to show out of those 100.

PLA use Product targets that determine to show your ads on the Google page. Means Google Product listings ads uses the existing Merchant Center "Product Feed" to show your ads on SERP and Google Shopping Pages. Google also suggests to update product feed regularly so that it can show your relevant ads.

You can define your product with attribute in Google Merchant Center feed. You can set attributes by Brand, Product ID, condition(New, Old etc). Then you can target particular attributes that you have defined and set bid accordingly.
