<With flexible reach, you explicitly set whether you’re using those placements for targeting – there’s no question as to how they’re being used. >

This is from a document about Adwords. What does this mean?

Hi there,

Flexible Reach is about making settings at the ad group level for your display ads, rather than at the campaign level. You can choose multiple targeting methods at the ad group-level to target your ad. "Flexible reach" gives you control to either target or set bids for different targeting methods when you add them to an ad group.

This is a great link that explains Flexible Reach in more detail,

Hope this helps.
