It is saying "updating" , give it 24-48 hours until instead of "updating" you get a number.

Short answer : no

Why would you need a new list with the same rules ? If the list is made with the AdWords tag you can extend its "Membership duration" from 30 to 540 days if you want to keep most of the old users on the list. Otherwise , when the 30 days cookie expires in their browser, they are removed.

Then how this "Include past visitors that match these rules" works ?

Ok, so you created the audience with the AdWords Tag.

It is explained here :

https://support.google.com/adwords/answer/4543763?hl=en

(expand the link "Create a remarketing list" and scroll down to point 7)

"If you already have a remarketing tag on your site, leave the "Include past visitors that match these rules" checkbox selected to include recent site visitors who match these rules in your list. Which visitors are eligible also depends on the membership duration you choose and is capped at 30 days. This works for the Display Network only (and doesn't apply to remarketing lists for search ads)."

If your 30.000 are on the column "List size (Google search)" , this check box will have no effect.

To my understanding it depends how many from those 30.000 are members of the old list from only the past 30 days, in order to be added to the new list. If only 2500 are added in the past 30 days, then using this option will add just those.

You already said that you used this check box and the new list was not populated. I would advise waiting at least 2 days until drawing a conclusion that no old cookies from the past 30 days are added to the new list.

But the operation which you requested "to extract cookies ids from old list to new list" is not an available feature.
