MAX CPA bidding
Client has asked me to look over his PPC account and had no conversion tracking for two weeks and his bids are set to MAX CPA. Without the tracking, Google would assume that the keyword is not converting as well? And therefore lower the CPC and therefore average position? is this a correct assumption?
The average positions have dropped and there has been no manual changes made to the CPCs?

You are correct with the assumption.
CPA targeting is fantasic until something breaks, like the code is removed or the site goes down. Happened to me a few times before.
Best advice would be to go back over the few weeks prior to the mishap and look to replicate; CPC, average position and clicks per day. Do some number crunching on where the biggest drops have occurred and start there.
If the campiagn is on search, should not be that tough to fix.
