Keyword Placeholder Problems

I have split two campaigns for a car dealership.  One for new cars, one for used cars.  For some reason my keyword placeholder is not working.

If I type in "used cars (location)" the new cars ad comes up and says "New Cars" on the top line.  Or sometimes it says a completely different keyword altogether.

What's the deal?  Why isn't the keyword placeholder using exactly what is typed into Google?
