Is this <= less than or equal to # or is this >= less than or eqal to?

The way google has this listed in it custom rules is EXTREMELY confusing with no labels or guidance.

The less than and greater to symbol can be used both ways in math.

 

X < 100 means X is less than 100

and

100 > X STILL means X is less than 100.

 

SO ....

In googles custom rules (where it is super unclear which is which), which one would be the less than or equal to "Number" of impressions?  Is this <= less than or equal to # or is this >= less than or eqal to?

 

Google ads should fix that and clarify which one is which.

From your example itself it is clear that every thing depends on where you place X Smiley Happy.

 

Impression <= 10

 

means

 

impressions less than or equal to 10

From your example itself it is clear that every thing depends on where you place X Smiley Happy.

means

 

impressions less than or equal to 10
