No it isn't. A remarketing list considers users that have been tagged on your website for example. So you are responsible for including a code on your website, tagging these users and defining lists. Interest categories describe audiences that have been tagged by Google based on their behavoir. So if Google recognize that a user visits a lot of automotive websites it will tag this user as interested in automotive. You as advertiser are able to use this information for targeting.

The cookies are provided by Google AdWords. Within the "Shared library" in the Google AdWords Web Interface you are able to create a new audience based on a remarketing list. You can define a name, the membership duration (or cookie lifetime) and than you create a new remarketing tag (javascript code) that you have to integrate within your website. Everytime a user visits your website he will be tagged with a cookie and your remarketing list grows. You're also able to define complex rules based on multiple tags. For example: Target only users that have seen page A but that have not seen page B.

Thanks for the great answer.

 

One additional question.  Are those remarketing cookies on your site provide by Google Analytics or are they proprietary ones you have to create yourself?  Also how do you integrate those cookies with the AdWords remarketing lists?
