How to include local business star rating in ads

Noticed today a Google local business rating and stars in an ad!  Before they've always been linked to Seller Rating, Merchant Center, Consumer Survey, or other official rating site. Never linked directly to the Google rating.
Ad (note link at bottom for mouse over)
Info bubble (no mention of surveys or merchant rating)

HOW?????????????????? =)

I can't find much on this other than the known methods of paying for surveys or buying a service from those rating companies. Eg. https://www.en.adwords-community.com...ds/td-p/436322

I'm already using US, search only, with linked location extension, 80+ reviews at 4.9 - G+ and site all linked up nicely.  Never shows like this for our ads.

I did find one mention of this working for Adwords Express.  If true, I'd sadly move most $ to that platform, but that's a poor solution.  If so though, I appreciate confirmation that would work first.

Thanks.

Yes, you are right. Google+ reviews do work only with AdWords express, they are not available at the moment for AdWords.

I would recommend contacting Google, if you feel unsure about choosing between AdWords and AdWords Express, they help you choose the best product suits your business.

However, there are some great resources here comparing AdWords and AdWords express:-

Thank you Ahmed. I tried Adwords Express but it is a poor product without the ability to set positive or negative keywords.  It won't work for our needs.

I did contact Adwords support and they said reviews will sometimes show in ads from Adwords:
"How can I get Google My Business Reviews to show up with my ad?
Adding a location extension will automatically pull these reviews through to Adwords, however they are not guaranteed to show up in every auction because seller ratings are competing for the same space."

However, I have *NEVER* seen our reviews show in our own Adwords ads, even though the location extension has been set for a long time (years?).  I can't find anywhere else this is documented and they can't provide that.  Strange and I don't know what to believe or how to help the matter.
