How is GDN ad impressions counted

Does an ad that show in GDN get an impression even though the user doens't see the add (e.g. scroll down to the add)?

Hello.

Yes, impressions do not have anything to do with the area which is currently visible. This is why one can exclude "below the fold" placements, as described here: https://support.google.com/adwords/answer/2454057?hl=en

However, please note that some advertisers have reported better CTR for ads placed more towards the end (bottom) of a page, so excluding below the fold placements may not be a good idea for each and every advertiser.

Yes, I second what adwiser mentioned. It doesn't matter whether the ad is visible to us or if we did miss it. As long as it appears on the web page, it is counted as an impression.
