How does bidding work in Adwords?

Let's say I bid 10 cents per view for video campaign and apply a -45% bid modifier, so now the bid becomes 5.5 cents. Does Adwords round up it up 6 cents? Or does Adwords bid 5 cents 50% of the time and 6 cents 50% of the time.

AdWords never rounds off the bids. It considers the actual amount.

So the smallest denomination can be less than a penny? In other words 5.5 cents will be outbid by 5.51 cents after modifier.
