How do I set location extensions for multiple clients?

Hello! I am working for an advertising agency and am still fairly new with AdWords. I am trying to link clients' Google My Business accounts to their AdWords account (under my manager account) so I can enable location extensions for each client, but I am unsure of how I link to their My Business pages as AdWords is trying to link to the ad agency's My Business account. Is there a step I'm missing where I can log into each client's My Business account to link them? Thank you in advance for your help!

By default, you'll need to use the same Google Account for both AdWords and Google My Business when you link your accounts.

You can ask Google My Business access with your manager account from client.
