In the AdWords interface. Click on the campaign , then on settings, scroll down and click on edit next to location. Geo targeting can only be changed at the campaign level.

Depending on where you are you might want to use some of the standard "zones" such as state, metropolitan area, etc.
But you can also use radius targeting around a location - be a little more careful with this as it is (as the name suggests) circular and you may want to offset the center point depending upon where your clients tend to be.
I miss the old polygon option (anyone else miss that?) so now I tend to use a combination of smaller circles that look like a child's drawing of a caterpillar along major highways and commuter corridors!
