It is an option you choose to allow the system to gain you more conversions. it does this by taking your max CPC and lowering your bid for terms that dont get much conversions and highering your bid for terms that do. It is a good feature as it will lead to more conversions for you.
Dynamic Bidding is a term I'm not familiar with. In the context of comparing it to Enhanced CPC you might mean that dynamic bidding would be manually increasing the bids or lowering the bids to gain more conversions. This is a good practice too and you should test different levels of bid to find the one that converts the most at the right cost.

I came across the Dynamic Bidding when I wanted to opt for the Automatic Bidding. If you're familiar with this term, could you explain to me a little bit more?
